Constitution
Note: The Constitution of the fledgling republic of Observia, in accordance with international diplomatic tradition, has opted to adopt and enact (for the moment) a brief and open-ended Constitution, offering relaxed restrictions on the enactment of laws by the executive branch so as to best assist in securing the national concerns for the immediate time.
PREAMBLE
To further the cause of the newspaper through the successful fulfilment of an ‘otwo attempts’ piece, the editorial staff of The University Observer do hereby establish the republic of Observia.
Article 1: The Nation
1. Observia shall exist within the L-shaped office on the ground floor of the building known as the ‘Student Centre’ previously occupied by The University Observer on the grounds of University College Dublin, in the Republic of Ireland.
2. Observia shall seek to integrate itself within the European and international communities, and to peacefully co-exist with the other nations of the world.
Article 2: Government
1. Observia shall be governed by the Editor of the newspaper, styled as the President, with the assistance of the Deputy Editor (hereafter the Deputy President) and the Section Editors, who shall become Ministers at the discretion and direction of the President.
2. There shall be no Legislative or Judicial branches. Supreme legislative and judicial functions shall rest with the President.
3. Legislation shall be enacted by the President upon consultation with the appropriate members of the Cabinet.
Article 3: Citizenship
1. Citizenship of Observia shall be extended to the President, Deputy President, and members of the cabinet.
2. Citizenship may also be extended to welcomed visitors to the territory.
3. In accordance with Observia’s desire to exist in harmony within the international community, Observia shall not seek its citizens to renounce citizenships they may hold of Ireland or of other countries.
Article 4: Aims
Observia exists to further the causes of journalist integrity and freedom, and to perpetuate the safe publication of The University Observer.
